You can manage Alternate image on hover from single product page. For on/off settings of alternate image, Go to admin panel > Appearance > Customizer > WooCommerce > Product archive/shop > Alternate image on/off.
And if you want to change product alternate image then navigate to admin panel > Products > select product > and change image like right side of admin panel. For more understanding, see below image.
