To create a transparent page title are with header, first you need to create a transparent header. For that click here to create a transparent header. Once you have created a transparent header, navigate to Admin panel > Theme Customizer > Title Wrapper > Page > select After header “off”.
Applying this change, page title will combine with page header which will create a transparent page title area with header.
